Reorganize asset collection into complete-asset and minimal-asset folders

- complete-asset/: Full collection requiring administrator privileges
- minimal-asset/: Lightweight collection with no admin required
- Moved Get-InstalledApps to setup-utilities
- Updated main README with new folder structure
