Subject: [PATCH] Let Guides be switched off in Settings > Search like every
 other domain

Global search has per-domain toggles (search_<type>_enabled), enforced
server-side and edited from Settings. Guides answered the search box but had no
toggle, so it was the one domain nobody could turn off - and the omission would
only have surfaced when somebody went looking for the switch and could not find
it.

Missing key still means enabled, so nothing changes until somebody decides
otherwise.
