A plugin named here that is not on disk fails the command loudly, so this file and plugins/ must agree - they did not on 2026-09-19, when this still named five plugins that had been left on the site line, and provisioning a fresh site failed with PluginError. 'applications' is deliberately absent: it is manifest-less core and always ships. A site that wants fewer than all twelve copies site-profile.example.json and prunes; 'flask plugin prune-schema' drops the tables of anything left out (ADR-014, ADR-013)."
