Proudlock 8a1fe0ada8 Fix backup import mismatch after wilm merge ...

wilm's backup implementation doesn't expose _backups_configured or
start_restore_finalizer - those were wj-specific. Since we took wilm's
complete backup system, remove the initialization code.
