webapp: wrap destruction notes instead of widening the table

The theme sets white-space: nowrap on every table cell, so the
ServiceNow tick list's destruction note (and the to-do failure column)
ran as one line and pushed the Done buttons off to the right. A
td.wrap utility lets prose cells wrap within 16-28rem.
